Are you sure he’s not just asking for what some builders already ask for?
Sometimes they like to do it in two phases.
Out here they call what he is describing a “rough clean”.
Then another run thru before turning it over called “final clean”.
I just had the exact same situation yesterday. Head for zee hills!
I was going to tell you to RUN! But a 100 other people before me have already done that. I’ve been in business 39 years. 40 employees. WE DO NOT DO NEW CONSTRUCTION. I liked what one reply said.
