Can I replace a V3 clamp lever assembly with this V4 assembly?
Not exactly-- you can replace the WHOLE clamp to the V4 Clamp. However if you only want the V3 Clamp Lever Assembly, you will need THIS PART. While both clamps are compatible with your pole, their specific parts are not interchangable with each other.
