Mark E. Battersby, a reoccurring AWC contributor, goes into detail about the 2013 tax package passed by Congress. He says it saved businesses and individuals an estimated $76 billion although the American Taxpayer Relief Act failed to extend the payroll tax holiday thus making everyone's paychecks a tad smaller.
