Every estimate I write out says windows in/out screens brushed , an sills wiped down. This’s how we price it that’s how we do it. No package just that.
Most customers don’t care about the sill being cleaned. And the ones that do are more likely to be problem customers.

The more we do the less attractive we appear. Unless we do all the extras for free, of course. They love that the most.
I believe it all comes down to the customers expectations. You can have different options for them , they just need to understand what they are getting for the money.
